Minutes from Town Meeting
January 5, 2015
President John P. Griffin, Sr. called the meeting to order at 7:00 p.m. Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto Jr., and Town Administrator, Nancy Lindyberg. See attendance sheet for other attendees. President Griffin dispensed with the Pledge of Allegiance. The minutes from the December 1, 2014 meeting were approved as submitted.
The next Town Meeting will be Tuesday, January 20, 2015 at 7:00p.m.
Planning & Zoning: The next meeting of the Planning and Zoning Commission will be January 12, 2015 at 7:00 p.m.
Board of Appeals: Nothing to report
Commissioner Raffetto made a motion to alter the Agenda to accommodate visitors from Queen Anne's County Animal Control. Commissioner Rhodes seconded the motion. The motion passed 3-0
QAC Animal Control: Two representatives from QAC Animal Control discussed the problem of the cat population in Church Hill and asked for any suggestions from the Town as to how to address the problem. There were no definite solutions arrived at and the Town agreed to assist Animal Control with their efforts when possible.
Budget Status Report: Each Commissioner had a copy to review.
Public Hearing for Ordinance No. 155-14: Commissioner Rhodes made a motion to open the Public Hearing regarding Ordinance No. 155-14, amending Chapter 75 "Zoning" of the Church Hill Town Code to renumber the sections with Article 6 "Site Plan", Article 7 "Forest Conservation" and Article 9 "Definitions" and to repeal and re-enact with Amendments Article 8 "Critical Area Regulations" to bring them into compliance with comments received from the Critical Area Commission, including Amendments to facilitate the Town's use of Growth allocation. Commissioner Raffetto second the motion. The motion passed 3-0. There were no comments or questions from the Commissioners or the public. Commissioner Rhodes made a motion to close the Public Hearing. Commissioner Raffetto seconded the motion. The motion passed 3-0. Commissioner Rhodes made a motion to adopt Ordinance No. 155-14. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Other: President Griffin made a suggestion that the Town begin thinking about repairing the front walkway leading up to the Town Hall.
Correspondence Received: The Town received an invitation from ESAM to attend their Legislative Dinner/Meeting at Fisherman's Inn on Thursday, January 22, 2015 from 6:00 p.m. to 9:00 p.m.
The Town also received an email from Kevin Wagner, Natural Resources Planner with MDE, introducing Ed Copeland, Environmental Specialist with MES, who will be assisting MDE with Community Assistance Visits.
The Town received two "Thank You" notes regarding the Volunteer Appreciation Christmas Dinner.
Church Hill Volunteer Fire Company Banquet: President Griffin attended the Church Hill Volunteer Fire Company Installation Banquet and presented the Fire Company with a donation in the amount of $4800.00, as a result of new construction in the Town this year.
Council of Governments Meeting: The Town of Church Hill will host the Council of Governments meeting on Wednesday, January 14th at the Methodist Church. There will be a light dinner at 6:30 p.m. and the meeting will begin at 7:00 p.m.
Other: Marion Chance, with the help from QAC Public Works/Roads, will take down the Christmas lights in Town on Wednesday, January 14th.
Flow Reports: Each Commissioner had a copy of the report.
MES FY2014 Annual Report: Maryland Environmental Service's annual report included their FY2014 budget and amount of increase for FY2015. The report also indicated that the Town has operated this year with no violations and is 100% in compliance with NPDES permit. MES had two recommendations, a) to purchase a manhole lifter and b) the installation of the flow chart recorder for the North Pump Station, which the Town Engineer is currently working on. Commissioner Rhodes made a motion to purchase the manhole lifter. Commissioner Raffetto seconded the motion. The motion passed 3-0.
Sewer Accounts: There are only approximately 30 2014 sewer accounts that have not been paid this year. The 2015 sewer invoices will be mailed this week.
Commissioner Raffetto made a motion to adjourn the meeting. Commissioner Rhodes seconded the motion. The motion passed 3-0. The meeting was adjourned at 8:05 p.m.
