Minutes from Town Meeting
November 2, 2015

        President John P. Griffin, Sr. called the meeting to order at 7:00 p.m.  Present were Town Commissioners Charles M. Rhodes, Jr. and Edward C. Raffetto, Town Attorney Karen Ruff and Town Administrator, Nancy J. Lindyberg. See attendance sheet for other attendees.  President Griffin dispensed with the Pledge of Allegiance.  The minutes from the October 19, 2015 meeting were approved as submitted.

Representative from The Pond and president of the HOA, Sandy Hartman, was in attendance and spoke with the Commissioners with concerns regarding vehicles trespassing on The Pond's road and in the cemetery; overgrown area on cemetery property; debris blowing from store dumpster; and the need to develop more lots.

Committee Reports:

Planning & Zoning: Ed Raffetto stated that the next Planning and Zoning meeting will be Monday, November 9, 2015.

Board of Appeals:
  Nothing to report

Budget Status Report
:  Each Commissioner had a copy to review.

Unfinished Business:
 

Audit:  Karen Dojan, of Weyrich Cronin & Sora, was at the Town office on Thursday and brought copies of the Audit Report for the year ended June 30, 2015.  Each Commissioner has a copy to review and the original was sent to the Department of Legislative Services.  Ms. Dojan said that if you have any questions or would like her to attend our next meeting, please let her know.

Other:  Town Attorney, Karen Ruff, stated that with respect to the Boeshore property line adjustment, if the Commissioners agree to all the documentation and information submitted, she will move forward with the required documents.  It is the consensus of the commissioners that the agreement is now ready to go forward.

New Business:


Correspondence Received:
  The Town received a letter from Sudlersville United Methodist Church regarding their food drive for the holidays on Saturday, November 21, 2015, 10 a.m. to 12 p.m.

Other:
  The next Council of Governments meeting will be held in Queenstown on November 18, 2015 at 6:30 p.m.

Sewer System:

Flow Reports:  Each Commissioner had a copy of the report.

Other:
    The Town received the DMR and COR reports, which is more information that we normally get.  Don Reed from MES will be at the Town office within the week and indicate what is pertinent to the Town on this report.

Comments:
  Warren Wright and Kathy Wright presented the Commissioners some information on the State of Maryland's proposal to attempt to legalize medical marijuana. They would like to make Queen Anne's County municipalities aware of this and provided information about the consequences of this action.

Sandy Hartman said that St. Luke's is having their tree lighting on Sunday, November 29, 2015 and there will also be a brass ensemble at the celebration.

Rick Jones asked about the house at 319 Main Street.  Town attorney, Karen Ruff, stated that the Town is in the process of working out the details regarding the property.

Commissioner Raffetto made a motion to recess the regular meeting and enter into Executive Session pursuant to Gen. Provisions, § 3-305 (a), (7) to consult with counsel to obtain legal advice regarding potential acquisition of property; Commissioner Rhodes seconded the motion.  The motion was passed 3-0.  The regular meeting was recessed at 7:41 p.m. "The Town Commissioners held an Executive Session at 7:45 p.m. in the Town Hall, 324 Main Street, Church Hill, Maryland."  Those in attendance were Commissioners John P. Griffin, Sr., Charles M. Rhodes, Jr., Edward C. Raffetto, Jr., Town Attorney Karen Ruff and Town Administrator/Clerk Nancy J. Lindyberg.  The Commissioners adjourned the Executive Session at 8:19 p.m.  Commissioner Rhodes made a motion to return to the regular meeting.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0. 

After detailed discussion no action was taken and no votes were cast.

Commissioner Rhodes made a motion to adjourn the regular meeting.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The meeting was adjourned at 8:20 p.m.

The next Town Meeting will be Monday, November 16, 2015 at 7:00 p.m.
