Minutes of Town Meeting
January 3, 2023


President Charles M. Rhodes, Jr. called the meeting to order at 5:30 p.m. Present were Town Commissioners John P. Griffin, Sr. and Edward C. Raffetto, Jr. and Town Administrator/Clerk, Nancy J. Lindyberg.  President Rhodes dispensed with the Pledge of Allegiance.

Commissioner Raffetto moved to approve the minutes of December 5, 2022, as written.  Commissioner Griffin seconded the motion.  The motion passed 3-0. 

President Rhodes moved to enter into Closed Session in accordance with Md. Code, General Provisions Article,
§3-305(b)(7) to consult with Town Attorney to obtain legal advice.  Commissioner Raffetto seconded the motion.  The motion passed 3-0. The regular meeting was recessed at 5:35 p.m.

No decisions were made during the closed session and President Rhodes moved to adjourn the closed session and return to the regular session. Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The closed session was adjourned at 6:00 p.m.

President Rhodes moved to enter into regular session at 6:00 p.pm.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

President Rhodes moved to recess the regular session for 10 minutes.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

President Rhodes moved to return to regular session at 6:10 p.m.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

President Rhodes moved to open the Public Hearing on Charter Resolution No. 01-2022 Amending Article v. Finance Section 519, Purchases and Contracts, of the Charter of the Town of Church Hill to increase the amount of a procurement that requires competitive bidding from $10,000 to $50,000.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The Public Hearing was advertised in the local newspaper and on the Town's website.

There were no comments or questions from the public.  Commissioner Rhodes made a motion to adopt Charter Amendment Resolution No. 01-2022.  Commissioner Raffetto seconded the motion.  The motion passed 3-0. Charter Amendment Resolution No. 01-2022 will become effective 50 days after the date of adoption.

President Rhodes moved to close the Public Hearing.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The Public Hearing closed at 6:30 p.m.

Committee Reports:

Planning and Zoning:  Janet Rochester, Chairperson, stated that the next scheduled meeting is Monday, January 9, 2023.

Board of Appeals:
  Nothing to report.

Budget Status Report
:  Each Commissioner received copies of the General and Sewer Accounts and reviewed same.

Unfinished Business: 

Maryland Food Bank Truck:  The Maryland Food Bank truck will again be in Church Hill Tuesday, January 24, 2023, from 1:00 p.m. to 3:00 p.m. at 562 Main Street, the old lumber yard property.

Town Hall Repair and Renovation:   President Rhodes said that he still waiting for estimates.

New Business:

Correspondence:  The Town received a thank you card from Iris Carter for the Certificate presented to her in recognition of her late husband Charles Carter and his service to Church Hill.
The Town also received an invitation to the Church Hill Volunteer Fire Company Installation Dinner to be held Saturday, January 7, 2023, at the firehouse.
The Town also received a letter from the United Methodist Church requesting financial assistance for maintenance and repairs to the building and property so that they may remain an asset to the Town.
The Town also received the notice of property assessment.

QAC Library Book Mobile:
The book mobile will be in Church Hill on Thursday, January 5 and 19, 2023 from 2:00 pm to 3:30 pm at the corner of Main Street and Church Lane.

Replacement of Water Well for Town Building at 324 Main Street:  The well at 324 Main Street needs to be replaced.  The Town as been in contact with a well driller in an attempt to have this done ASAP.

Sewer System:

Flow Reports:  The latest report has not been received from MDE.

Comments:
  Janet Rochester thanked the Commissioners for an enjoyable evening at the Town's annual volunteer appreciation Christmas dinner.  Phil Hurlock also expressed his gratitude for the wonderful evening of fellowship.

Commissioner Griffin moved to adjourn the meeting.  Commissioner Raffetto seconded the motion. The motion was passed 3-0. The meeting was adjourned at 6:57 p.m.

The next Town Meeting is scheduled for Tuesday, January 17, 2023 at 6:00 p.m.
