Minutes of Town Meeting
July 3, 2023


President Charles M. Rhodes, Jr. called the meeting to order at 6:00 p.m. Present were Town Commissioners John P. Griffin, Sr. and Edward Raffetto, Jr., and Town Administrator/Clerk, Nancy J. Lindyberg. President Rhodes dispensed with the Pledge of Allegiance.

Commissioner Raffetto moved to approve the minutes of June 20, 2023, as written. Commissioner Griffin seconded the motion.  The motion passed 3-0.

Committee Reports:

Planning and Zoning:  Janet Rochester, Chairperson, said that the Planning & Zoning Commission continued their meeting of Monday, June 12, 2023 at 6:00 p.m. on Thursday, June 22, 2023 at 6:00 p.m. regarding plans submitted by Mr. Wes Shuman.  The Board submitted their decision and approval of the revised plans for Church Hill Hunt.

Board of Appeals:
  Nothing to report.

Budget Status Report
:  Each Commissioner received copies of the General and Sewer Accounts and reviewed same.

Unfinished Business: 

Town Hall Repair and Renovation:   Ms. Lindyberg advised that the contractor, Karl Zierfuss had called the Town Office and said that he has three jobs ahead of the Town's and that he hopes to have the work started by the end of July 2023 or beginning of August 2023.

QAC Library Book Mobile: The book mobile will be in Church Hill on Thursday, July 6, 2023 from 2:00 pm to 3:30 pm at the corner of Main Street and Church Lane and Thursday, July 20, 2023 at the Church Hill Park, 1130 Sudlersville Road from 2:00 p.m. to 3:30 p.m.

Maryland Food Bank Food Truck
:  Beginning in July the food truck will now be at the Church Hill Park, 1130 Sudlersville Road.  The next schedule date is Thursday, July 20, 2023 from 12pm to 2pm.

Cell Tower Construction Status
: President Rhodes advised that he spoke with the cell tower contractor and she said that the circuit is at the location and they are working to get it installed.  They hope to have the cell tower working in 10 to 15 days.

QAC Drug Free Coalition Recreational Cannabis 2023 Presentation - Warren Wright:

Mr. Wright gave a brief presentation on recreational cannabis regarding the health harms and addiction.  He said they are attempting to speak with the children at the schools explaining to them the hazards of recreational cannabis.  Mr. Wright left some information regarding Recreational Cannabis with the Town so that anyone interested could visit the Town Office and take a packet to review.

Other: President Rhodes made a motion to re-appoint Janet Rochester to the Planning Commission for a five year term.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

President Rhodes made a motion to appoint Bruce Thomas to the Board of Appeals Commission for a three year period.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.

President Rhodes thanked Mrs. Rochester and Mr. Thomas for their willingness to serve on these committees to assist the Town of Church Hill.

Sewer System:

Flow Reports: The latest report from MDE has not been received as of this date.

Proposed Initial WWTP Upgrade
:  President Rhodes advised that he attended the Maryland Municipal League Conference and inquired about grant money for upgrading the sewer treatment plant.

President Rhodes made a motion to recess the regular meeting and enter into Closed Session pursuant to Md. Code, General Provisions Article, §3-305(b)(3) to consider the acquisition of real property for a public purpose and matters directly related thereto; and Md. Code, General Provisions Article, § 3-305(b)(5) to consider the investment of public funds.  Commissioner Raffetto seconded the motion.  The motion passed 3-0.  The regular session recessed at 6:40 p.m.

President Rhodes moved to adjourn the Closed Session and return to the regular meeting, as no decisions were made.  Commissioner Raffetto seconded the motion.  The motion was passed 3-0.The Closed Session was adjourned and regular session re-entered at 7:08 p.m.

Commissioner Raffetto made a motion to adjourn the meeting. Commissioner Griffin seconded the motion.  The motion was passed 3-0.  The regular session was adjourned at 7:10 p.m.

The next Town Meeting is scheduled for Monday, July 17, 2023 at 6:00 p.m.
