Minutes of Town Meeting
September 5, 2023


President Charles M. Rhodes, Jr. called the meeting to order at 6:00 p.m. Present were Town Commissioner Edward Raffetto, Jr., and Town Administrator/Clerk, Nancy J. Lindyberg. Commissioner John Griffin was not in attendance. President Rhodes dispensed with the Pledge of Allegiance.

Commissioner Raffetto moved to approve the minutes of August 7, 2023, as written. President Rhodes seconded the motion.  The motion passed 2-0.

Committee Reports:

Planning and Zoning:  Janet Rochester, Chairperson, reported that at the August 14, 2023 meeting the proposed Text Amendment to the Zoning Ordinance regarding signs permitted in a residential district was introduced, and a Public Hearing on the proposed amendment, is scheduled for Monday, September 11, 2023 at 6:00 p.m.  Also at the August 14th meeting Chris Jakubiak, Town Planner, advised that he would no longer serve as the Town Planner for the Town of Church Hill.

Board of Appeals:
  Nothing to report.

Budget Status Report
:  Each Commissioner received copies of the General and Sewer Accounts and reviewed same.

Unfinished Business: 

Town Hall Repair and Renovation:   President Rhodes advised that the work has begun and should be completed by the end of the week.

QAC Library Book Mobile: The book mobile will be at the Judy Center at the Church Hill Elementary School on Wednesday September 13, 2023 from 10:15 am to 11:15 am and at the corner of Main Street and Church Lane on Thursday, September 14 and 28 from 2:00 p.m. to 3:30 p.m.

Maryland Food Bank Food Truck
: The Food Truck will be at the Church Hill Park, 1130 Sudlersville Road on Thursday September 21, 2023 from 12pm - 2pm.

Speed Camera Project
: President Rhodes advised that he spoke with the Speed Camera company representative, the Sheriff's Office personnel and the resident engineer for State Highway Administration, and it appears that everything seems that the process is underway to proceed with having a speed camera installed on Main Street, which will be monitored and managed by the QAC Office of the Sheriff.

Resealing of Parking Lot at 102 Walnut Street
:  President Rhodes advised that the resealing, restriping and bumper painting of the parking lot at 102 Walnut Street has been completed.

Proposed Change of Commission Meeting Schedule
: President Rhodes advised that he spoke with the Town's attorney regarding Town Commission meetings. The Church Hill Town Charter requires that the Town Commission meet once a month and the Town has, in the past, had meetings twice a month.  The Commissioners had discussed having only one meeting a month, with the ability to have a second meeting when necessary.

President Rhodes moved that the Town of Church Hill Commissioners from here forward will have one meeting a month, with the ability to have a second meeting when needed. Commissioner Raffetto seconded the motion.  The motion passed 2-0.

Council of Governments Meeting
: The next meeting will be held in Queenstown on Wednesday, September 13, 2023 at 6:30 p.m.

Other
:  President Rhodes stated that the Queen Anne's County Library is having a Free Laptop Giveaway. Applications can be obtained at the Town Hall.

Sewer System:

Flow Reports: Ms. Lindyberg advised that the latest report has not been received yet from Maryland Environmental Service.

Other:
  President Rhodes stated that he hopes to have the engineer begin the minor work at the WWTP that needs to be done in the near future.

Comments:
   None

Commissioner Raffetto made a motion to adjourn the meeting. President Rhodes seconded the motion.  The motion was passed 2-0. The meeting was adjourned at 6:22 p.m.

The next Town Meeting is scheduled for Monday, October 2, 2023 at 6:00 p.m.
